| District Governor Luizo C. Ticman
 
     Louie is the youngest of the six (6) children of Bonifacio Ticman, former Mayor of the now City of Muntinlupa and Oliva Cristobal-Ticman of Malabon, an astute entrepreneur.   His grandfather, the late Hon. Primo Ticman was also Mayor of Muntinlupa from 1919 until 1922.
     As a young boy, he was his mother’s informal assistant in their food and grocery business. His mother’s genes for entrepreneurship manifested in him when as a young boy of 12, he started his own banana cue business which thru his ingenuity fetched long lines of customers daily. He later added more food items which were as successful.  As a student, he was outstanding like his father, graduating Valedictorian in Elementary and awarded as Most Outstanding Student in High School.
     He wanted to be a lawyer, but his father who was worried about his being influenced by extreme student radicalism, persuaded him to take the exams for PMA. He was admitted to the Philippine Military Academy while he was still in fourth year High School making him one of the youngest among the entrants in 1972.
     After graduating from the PMA in 1976, he was first assigned at the PC Brigade Hqs in Bicutan Taguig which he considered “too safe” and short of being patriotic for a young military officer who should be doing his share in the nation’s preservation and protection. He thus volunteered to be assigned in the battle front in Mindanao, where he immediately engaged himself in hot and intense encounters with the rebel forces one after the other. 
     In between successful combat operations, he still found opportunity to initiate peace negotiations resulting in the surrender of numerous rebels in his area of responsibility which earned him not only the respect and esteem of fellow officers and his men but also the trust of the local populace. His company was later relocated to a more troubled part of Basilan. In a treacherous ambush in November 1977, which wiped out his whole team, he was among the heap of dead bodies. He was heavily and seriously wounded, given up for dead, but miraculously survived after an “Explore Lap” surgical operations. He was the lone survivor. For his gallantry, bravery, uncommon valor and heroism in the battlefields of Mindanao, he was awarded several medals.
     Posted in Rizal Province after the near death experience in Mindanao, he initiated efforts to become a priest but met Ruby Alcantara, a beautiful nursing student who completely captivated him. Winning her heart after a long and agonizing courtship, he entered into a covenant with her prior to their wedding. Among the stipulations in the covenant were: (1) that they would live off within their means, the salary of a military officer and of a nurse; (2) that both of them should at least respect each other’s parents  (if love cannot be given); and (3) that both of them are not part of each other’s organization. Ruby therefore will never be his “Commanding Officer”, but will always be his inspiration and his heart’s lifetime commander.
     He prudently decided to rekindle his passion for business to form an economic base independent of his usual salary. And to equip himself with formal business education, he pursued his scholarship under the Zobel Award conferred upon him in the PMA as recognition for his academic excellence and outstanding physical achievements.  He completed his Masters Degree in Business Administration (MBA) at the Asian Institute of Management (AIM) in 1983. 
     Still a lieutenant in the Philippine Constabulary in 1984, he started a small meat distribution business. Initially with few heads of pig, which he delivered  by himself very early morning in Muntinlupa public market in Alabang, the numbers grew as years went by. To sustain his success, he practically turned nights into days to be able to perform his duties as a military officer and at the same time conduct his meat distribution business. The help and support of his wife Ruby assured the success of their business. In 1988, when he was a PC Captain, he built their own slaughterhouse.  
     As their children, Lemuelle, Loise and Lobim grew, they were gradually exposed in the expanding and diversifying family business and provided the needed extra hands.
     By sheer dedication and lots of old fashioned hard work, the meat distribution business he started when he was still a young lieutenant has through the years grown and diversified into: slaughterhouse operations, meat processing, hog farm, property leasing and  community mall operations, all providing synergy to one another. Rublou Abattoir Cainta is a National Winner and Regional Hall of Fame Awardee in the Search for Best and Cleanest Meat Establishment  in the country conducted and conferred by the National Meat Inspection Service (NMIS) and the Departments of: Agriculture; Environment and Natural Resources; Health; and Interior and Local Governments. 
     Louie serves as President of Cainta Business Club and of the Slaughterhouse Operators’ Association of Rizal (SOAR). He was featured in the November 10, 2010 anniversary issue of the ENTREPRENEUR Magazine as a “Successful Businessman”.
     While all of these successes and growth were happening in the family business,   Louie giving the same dedication, hard work and rectitude to his career rose from the ranks to become a General.  A reformer by heart, he was responsible for many reform policies in place and being practiced by the PNP. He was steadfast in the implementation of reforms even at the cost of straining relationships with friends and colleagues in the service. He retired in 2010 as a well rounded be-medaled officer in the Philippine National Police where he held sensitive and important positions.
     Louie however,  did not only live the life of an officer and businessman because in the middle of these major activities in his life, he never slackened off from his family duties as a good and loving husband to Ruby and as a caring and protective father to his children. Likewise, he never forgets to thank the Lord God who has guided, protected and helped him through the years, not just with his lips but by action in his duties as a committed  parishioner and lay minister in the local church.
     His heart bleeds for the poor and underprivileged, and he is always ready to help, by himself or through Rotary. It was in 1993 that he accepted the leadership challenge as Charter President of the Rotary Club of Suburban East Rizal, never looked back since then, and rose to the hierarchy of District 3800. Along the way, he received numerous Rotary awards.
     His daughter, Marie Loise Ticman is now a member of the Rotary Club of Suburban East Rizal and is a second generation Rotarian. Lem and daughter-in-law, Roxanne, formerly of GMA 7 Television Network, have given him and Lady Ruby with a bundle of Joy in granddaughter Elle while third child Lobim is an outstanding student of business management in Ateneo de Manila University.
     Verily, Louie Ticman is a renowned businessman and family man, a consummate Officer and a Gentleman, a ROTARIAN, and above all, a servant of the Great Architect of the Universe.
